Im getting this error. Im using a paid OPenAI Account also I have a credit card linked to the OpenAI Api. I cant generate anything until this error is fixed.

First of all, thank you for your purchase.
Recently OpenAI changed their billing policy, they will allow full usage of their API only if you add credit directly to your account (regardless if you have a credit card associated with the account – which was enough before, but now, they require also a top up amount). Please add a prepaid amount to your account and the API will work afterwards.
Regarding the gpt-4 model, it will be enabled after you have made a successful payment of $5 or more. Details: https://help.openai.com/en/articles/7102672-how-can-i-access-gpt-4
