First of all, thank you for your purchase.
Facebook restricted access using apps to their content, because of some security issues they had last year.
To further import content from Facebook, please use the cookie based authentication method. Please check this video tutorial on how to use it: https://www.youtube.com/watch?v=lzapShbFPNs
If possible, please create a new Facebook account and use the cookies from that account, this just as a preventive measure, so your main Facebook account is not banned because of unauthorized use of the cookie method.

Yes, Developer API key can also be used for the plugin.

The Google API has a quota based not on requests but on credits, and each request will consume a different amount of credits. A simple listing of posts will consume much fever credits than a posting operation to Blogger.
Please check details about your Google Quota, here: https://console.cloud.google.com/iam-admin/quotas?service=photoslibrary.googleapis.com
This is why, your api was rate limited after 174 posts.
Also, if you have more questions on this, I think you should contact Google API support, and ask them about this, they should be able to provide more precise info.
