To solve this issue, you need to add your VISA card to your OpenAI account, this will allow much larger rate limits from their site, and they will no longer limit your account. Please note that after adding your card, you will need to wait 48 hours to get the limits fully lifted. Please check details here: https://platform.openai.com/docs/guides/rate-limits

Added a delay between rules is currently not possible, but idea noted, will think on this.
