Videos in posts created by a form are not loading correctly in YouTube

I am building a website that will allow visitors to submit videos to be posted on our YouTube channel. When a form is submitted on the website (including the video file) a post is created as a draft in WordPress and the video is embedded using the WordPress [video] shortcode. However, when we publish these posts, the videos appear to go to our YouTube channel, but never finish importing. When we create a post from scratch (rather than the online form), then the videos go into YouTube correctly.
