Problem making the facebook app

I am having trouble getting the facebook app approved, I followed the instructions as best I could and got it approved for posting to groups but got the attached rejection for posting to pages. I am wanting to post to groups but as I understand it you need to the page permissions before you can post to a group? Any help appreciated.
