Cannot Paginating Through Rules

Everything was working fine, I had the "Rules per page" set to 100 and it was slow, so I dropped it to 10 which made it faster, but now I can't move through the pages of rules. The first/next/previous/last ALL link to ?page=echo_items_panel&echo_page=1 and I also cannot change the number of rules. This prevents me from modifying any of the rules. I've logged out, cleared my cache, even switched from Chrome to Opera and also tried Safari. No differences.
